I eventually tried deleting ALL my cookies, to no effect. This is a very strange problem, like nothing I've ever run into before despite my many years of working with computers, learning how to solve my own computer problems. Somewhere inside this box we call and computer, somewhere inside the software that is controlling this box, there is something locked in place that has nothing to do with cookies or the normal operation of my Windows 7 operating system. I hope somebody figures it out so I can once again go to my Facebook page. But I also hope somebody can figure it out because it is an interesting mystery, and the solution might help others.
